United Iraqi Medical Society for Relief and Development, UIMS, is an active civil society organization in Iraq. UIMS is a non-governmental organization dealing with humanitarian, health, relief, development and charitable affairs, and provides its services to those in need regardless of race, color, religion and cultural background. UIMS is officially registered with the Non-Governmental Organizations Directorate, General Secretariat for the Council of Ministers in Iraq under the number (IZ1615).
UIMS was established in Iraq on May 21, 2003. As a result of prevailing conditions throughout the nation, UIMS has contributed a generous amount of humanitarian aid to Iraq by providing health institutions with basic necessities, medical supplies and medicines and supporting families afflicted and affected from war and disasters.
Through their main and branch offices in Iraq, UIMS has contributed to the process of rehabilitating governmental hospitals and health centers, as well as establishing new health centers. This has enabled UIMS to provide medical and relief assistance to refugees and IDPs throughout Iraq. In addition to its outstanding work over the last period, UIMS is keen to expand its activities and efforts both inside and outside Iraq.
Furthermore, UIMS is an implementing partner with UNHCR, WHO, UNICEF, UNFPA, OCHA, RI.
UIMS is looking for a qualified Health Reporting Officer to support its M&E and reporting activities.
Terms of Reference
The Monitoring and Evaluation (M&E) policy at the project level in UIMS has four objectives:
- to monitor and evaluate results and impacts;
- to provide a basis for decision making on necessary amendments and improvements;
- to promote accountability for resource use; and
- to document, provide feedback on, and disseminate lessons learned.
General scope of the job
The Health Reporting Officer is responsible for all data collection and collation for UIMS projects. S/he is in regular contact with field staff to monitor the collection of data to ensure accuracy and timeliness. Furthermore, s/he will draft donor reports, weekly/monthly/annual reports, press releases, blogs, success stories, lessons learned and other documents that share program information collected from the field. This requires close coordination and communication with: M&E manager and team, project directors, field staff, external consultants, program beneficiaries, community leaders, local partners and a range of other stakeholders.
Critical tasks for the Health Reporting Officer are collecting standard data for all activities and providing high quality reporting and communications services to the M&E team and implementing partners.
Main tasks and responsibilities
I. Data collection
Utilize and synthesize data (provided by M&E team and field staff) in order to identify trends and inform programming.
- Clean and compile all health facility and community level data
- Calculate basic statistics and indicators on a regular basis
- Provide additional analysis of data and information on different variables when needed
- Liaise with relevant UIMS staff to ensure regular and timely information flow so that comprehensive data is continuously captured and updated
- Assist in generating the tables for reports and other requests as required
- Participate in the design and implementation of assessments, surveys and studies
- Assist in the design and development of monitoring and evaluation guidelines and tools in a participatory manner
- Provide full feedback to the field on reporting problems and solutions in as much details as possible
- Assist in the design of a comprehensive reporting system across the program while working with staff to ensure consistency and compatibility of information formats
Support activity-level monitoring and relevant reporting at each stage of project development, implementation and close-out.
- With input from M&E team and other staff, compile and draft high quality program progress reports as per donor and UIMS requirements, including:
- weekly reports
- quarterly reports
- annual reports
- ad hoc reports on how the program responds to particular issues
- Visit sites and partners to collect supplementary data and stories, and conduct qualitative research independently and in teams
- Document program progress including lessons learned and success stories
- Utilize local and national media, project and policy reports, and other open source documents to compile appropriate reporting on issues of local, national and regional importance – and explore the impact of critical events to inform project activity focal points
III. Lessons learned
Contribute to a system to identify, analyze, document and disseminate lessons learned.
- Document program progress and success stories
- Promote learning and contribute to adaptive management through knowledge sharing of best practices, periodic reflection and analysis of programs, and documentation of lessons learned
- Support the M&E Manager in the dissemination of lessons not less frequently than once every 12 months
- Participate in exchange of experiences by supporting and coordinating participation in any existing network of UIMS projects sharing common characteristics. These networks would largely function on the basis of an electronic platform but could also entail other methods and tools such as workshops, teleconferences, etc.
Qualifications and experience required
Generally speaking, suitable candidates should have a degree in a field related to development and/or public health and experience with statistics.
At least 2 – 5 years of proven experience with:
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Implementation of M&E systems
- Compiling both qualitative and quantitative data (reports, articles, case studies, success stories) suitable for project monitoring and reporting
- Data and information analysis
- Report writing
She/He must also have:
- A willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
- Computer skills; especially Microsoft Office and database programs
- The capacity to understand and analyze data and trends and to be able to reflect that analysis in reporting
- Strong interpersonal and communication skills – inclusive of an ability to work with a diverse staff and stakeholders while maintaining an inclusive and positive attitude in a fast-paced workplace
- Demonstrated writing abilities in presenting stories and data to a variety of audiences in clear and concise ways
- Demonstrated ability to use information from a variety of sources to craft engaging and informative communication products
- Knowledge of the focal area in which the project operates;
- Understanding of UIMS procedures;
- Experience working for a humanitarian aid or international development organization
- Experience writing program summaries, success stories, and monitoring media coverage is highly desired
