TOR – Gender-based Violence coordinator (International Volunteer)

CONTEXT OVERVIEW

The ongoing conflicts have caused more than 10 Million people in need in whole Iraq (around 32% of them are displaced people who are sheltering in whole Iraq).

Those families, especially who were sheltered in the camps, are suffering from the lack of the basic services in different sectors due to the siege of ISIL.  In this difficult condition, there is an essential need for swift response to meet the needs of displaced persons, especially vulnerable groups. 

As it is often the case in any humanitarian crises, women and girls face increased risk of violence and in particular camp settings, where living spaces are confined, infrastructures are weak and activities are limited, therefore, tension arises and psychological wellbeing is disturbed. Gender based violence have become common with specific forms, such as domestic violence, sexual harassment and abuse, trafficking and to a lesser degree, economic exploitation and early/ forced marriage.

UIMS, supported by UNFPA, established a number of Women Community Centers in IDP camps in both Anbar and Ninewa governorates to provide the psychological support, mental health consultation, awareness raising sessions, and recreational activities. These centers have been established next to the PHCC and RH services to ensure providing as much possible support as possible to the women in one location.

United Iraqi Medical Society for Relief and Development (UIMS) is an active civil society organization in Iraq. UIMS is a non-governmental organization dealing with humanitarian, health, relief, development and charitable affairs, and provides its services to those in need regardless of race, color, religion and cultural background. UIMS is officially registered with the Non-Governmental Organizations Directorate, General Secretariat for the Council of Ministers in Iraq under the number (IZ1615).

UIMS was established in Iraq on May 21, 2003. As a result of prevailing conditions throughout the nation, UIMS has contributed a generous amount of humanitarian aid to Iraq by providing health institutions with basic necessities, medical supplies and medicines and supporting families afflicted and affected from war and disasters.

Through their main and branch offices in Iraq, UIMS has contributed to the process of rehabilitating governmental hospitals and health centers, as well as establishing new health and women community centers mainly in the IDP camps where there is a dire need for these services. This has enabled UIMS to provide medical and relief assistance to refugees and IDPs throughout Iraq. In addition to its outstanding work over the last period, UIMS is keen to expand its activities and efforts both inside and outside Iraq.

Furthermore, UIMS is an implementing partner with UNHCR, WHO, UNICEF, UNFPA, OCHA, RI.

UIMS is looking for a qualified international Gender-based Violence coordinator for strengthening GBV services that are provided by UNFPA/UIMS in Iraq.

JOB DESCRIPTION

MAJOR DUTIES AND RESPONSIBILITIES

The Gender Based Violence Cordinator/Focal Point is a key position in the GBV project, ensuring the provision of comprehensive and appropriate case management support services available to vulnerable women and girls, including survivors of gender based violence (GBV), in an emergency context.

Coordination

• Assist in providing technical assistance on prevention and response to GBV and to strengthen GBV programming and coordination efforts

·        Assess gaps in GBV interventions and propose ways to improve

·        Represent the organization in GBV related coordination meetings  (e.g. GBV Working Group, Child Protection Working Group)

·        Develop outreach and coordination plans

·        Ensure effective functionality of the referral pathways for GBV survivors

• Assist in providing strategic direction including quality advisory services for all GBV interventions
• Efficient support to tasks related to advocacy on prevention and response to GBV among women and girls
• Ensure coordination between GBV programmes and health programmes implemented by UIMS

Technical support

• Provide mentorship to all Case workers and social workers in All UNFPA/UIMS centres.
• Provide on the job training to all social workers including monitoring of case managers’ work
• Participate in the swift implementation of established SOPs and related policies and practices
• Participate in prompt implementation of GBV programming in humanitarian settings in accordance with the IASC Guidelines for GBV Interventions in Humanitarian Settings
• Lead in the dissemination of GBV SOP among health workers and social workers
• Engage in development of proposals and strategies

Case Management

• Provide direct support supervision to all social workers/case workers to ensure survivor centred care; including case management, psychosocial support, referral and follow-up
• Oversee provision of appropriate specialized support and care for adolescent girls survivors of GBV
• Conduct case conferences with UIMS case managers
• Ensure proper availability of quality services for GBV, including SV survivors

Community support

• Develop and maintain strong working relationship with community leaders and community support structures
• Support and supervise the social workers on their routine community activities
• Supervise group activities in the community including understanding and maintaining effective referral pathways and monitoring community dialogue sessions by community discussant leads  

Monitoring and Reporting

• Conduct extensive field-based monitoring and evaluation of all GBV programme interventions including case management
• Prepare and submit activity, progress, monthly, quarterly and annual reports

MINIMUM QUALIFICATIONS

Education:

University degree in social work, psychology, social sciences or other relevant field

Work Experience:

Five years of progressively responsible professional work experience in the development, implementation, management and evaluation of GBV in emergency programmes. Experience in capacity building, policy development and advocacy in GBV in emergencies are desired.

Languages:

Fluency in English and working knowledge on Arabic will be an added advantage
