<p>Under the patronage of the Minister of Health, Prof. Dr. Saleh Mahdi Al-Hasnawi, the Iraqi Ministry of Health signed a cooperation agreement today, Thursday, 5 March 2026, with the United Iraqi Medical Society for Relief and Development (UIMS), as part of the Ministry’s efforts to strengthen national partnerships in the health sector and support community health programs.</p>



<p>The agreement was signed in the presence of the Administrative Deputy Minister of Health, Dr. Khamees Al-Saad, representing the Minister. The Ministry was represented in the signing by Dr. Raed Ali Taha, Director General of the Administrative, Financial and Legal Department, while the agreement was signed on behalf of UIMS by Dr. Ahmed Mushrif Al-Heeti, President of the Society, in the presence of Dr. Wissam Al-Tamimi, Director of the International Health Department, along with a number of Ministry officials and members of the Society’s delegation.</p>



<p>The agreement aims to strengthen joint cooperation in implementing a range of integrated health and social projects, including women’s protection programs, the promotion of reproductive health services, and the provision of modern medical equipment to hospitals and health centers, in addition to other health and development initiatives that contribute to supporting Iraq’s health system.</p>



<p>The agreement will remain in effect for five years, renewable, enhancing opportunities to further develop healthcare services and achieve sustainable development impact that positively benefits the community.</p>

<p>The United Iraqi Medical Society for Relief and Development (<strong>UIMS</strong>) announces its intention to invite qualified companies and specialized offices to submit quotations for the supply of laboratory medical devices and equipment (Country of Origin: China) under the project:</p>



<p><strong>“Supporting Health Institutions with Medical Devices and Equipment”</strong></p>



<p><strong>Required Items and Specifications:</strong><strong></strong></p>



<ol start="1" class="wp-block-list">
<li><strong>HP-AFS/1 Automated Immunoassay Analyzer</strong><br>Quantity: 35 devices<br>Each device must be supplied with: 1,000 HbA1c tests</li>



<li><strong>Palm F Device</strong><br>Quantity: 150 devices<br>Each device must be supplied with: 100 tests</li>



<li><strong>ISTAR 500 Device</strong><br>Quantity: 15 devices<br>Each device must be supplied with: 1,000 Hormone/Thyroid tests</li>
</ol>



<p><strong>Terms and Requirements:</strong><strong></strong></p>



<ul class="wp-block-list">
<li>The company must be officially registered and have proven experience in supplying medical equipment.</li>



<li>Submission of a detailed technical and financial offer including specifications, delivery period, and warranty terms.</li>



<li>The supplying company shall bear full maintenance responsibility for one year from the date of receipt.</li>



<li>The company shall install the devices in hospitals and ensure full operational readiness.</li>



<li>Provision of practical training for medical and technical staff on operation and maintenance.</li>



<li>Provision of continuous technical support within Iraq, including response to malfunctions, spare parts supply, and technical follow-up during the warranty period.</li>



<li>Submission of copies of accredited quality certificates for medical devices (if available).</li>
</ul>



<p><strong>Submission Method:</strong><strong></strong></p>



<p>Applicants who possess the required qualifications and competence are invited to submit their bids in accordance with the following terms and conditions:</p>



<ul class="wp-block-list">
<li>Submission of financial and technical offers shall commence at <strong>9:00 AM on Sunday, 22/02/2026</strong>, and continue until <strong>4:00 PM on Wednesday, 18/03/2026</strong>.</li>



<li>All bids shall remain valid for <strong>60 days</strong> from the tender closing date.</li>



<li>All submitted documents must be <strong>signed and stamped on every page</strong> before being deposited in the tender box.</li>



<li>All bids must be deposited in the designated tender box at the Association’s headquarters located at:<br><strong>Baghdad Governorate / Al-Mansour / Neighborhood 609 / Alley 3 / House No. 38.</strong></li>



<li>Bidders may also submit their offers electronically via email as an alternative to delivering them to the organization’s headquarters. Email: <a href="mailto:info@uimsiraq.org">info@uimsiraq.org</a></li>



<li>The bidder’s name, the name of the person submitting the bid, the date of submission, and signature must be recorded in the form prepared for this purpose, which will be placed near the tender box.</li>



<li>All offers must be submitted in <strong>Iraqi Dinar (IQD)</strong>.</li>



<li>Any bid containing <strong>arithmetical errors in quantities or prices</strong> will be rejected. Erasures or corrections are not permitted and will result in disqualification.</li>



<li>Bids that do not comply with the attached specifications will be excluded.</li>



<li>All bids must be submitted in <strong>sealed and stamped envelopes</strong>, clearly marked with the tender name and number.</li>



<li>The supplier must submit official company documents (Registration Certificate) prior to signing the contract.</li>



<li>Payments will be made to the winning supplier after completion of delivery and in accordance with the agreed contractual terms under the signed contract.</li>



<li>The supplier must comply with the contractual terms and required specifications of materials or services; otherwise, the bid will be rejected in full.</li>



<li>The bidder must clearly state their full name, contact details (phone and email), and the full official address of their headquarters.</li>



<li>The tender will close at <strong>4:00 PM on Wednesday, 18/03/2026</strong>, and no bids will be accepted after this time.</li>



<li>Bids will be opened by a committee formed by the organization through administrative orders at <strong>10:00 AM on the day following the closing date</strong>. If that day falls on an official holiday, the opening will take place on the next official working day.</li>



<li>The contracting authority is not obligated to accept the lowest bid.</li>



<li>The winning bidder shall bear all publication and advertisement costs for the final tender announcement.</li>

<p>The ceremony was attended by a number of official figures and partner representatives, and included several activities showcasing the project’s key achievements and outcomes, as well as the sharing of success stories by a number of beneficiaries, who highlighted the positive impact of the project on their lives and their ability to reintegrate into their communities and build a more stable future.</p>



<p>The event marked the culmination of efforts made throughout the project’s implementation period and reaffirmed the importance of effective partnerships in supporting local communities and strengthening social resilience.</p>
