Third: Neonatal Continuous Positive Airway Pressure Device (Neonatal CPAP)

- The device shall be of the Bubble CPAP type and function as a non-invasive ventilation system for neonates suffering from Infant Respiratory Distress Syndrome (IRDS), providing continuous positive airway pressure (CPAP) to maintain lung volume during exhalation.
- The device shall provide a safe and controlled oxygen concentration (FiO₂) for the infant.
- It shall contribute to reducing the work of breathing (WOB) in newborns.
- It shall provide heated and humidified gas at a suitable temperature and humidity level for the infant.
- It shall help in reducing the incidence of chronic lung disease (CLD).
- The device shall have an integrated design and be compatible with a medical air compressor.

Terms and Requirements::
· The Company must be duly registered and have proven experience in supplying medical equipment.
· a detailed technical and financial proposal must be submitted, including specifications, delivery time, and warranty period.
· the supplying company shall bear full responsibility for the maintenance of the devices for one year from the date of receipt at the healthcare institution.
· the supplying company shall be responsible for transportation to Iraq and to the beneficiary entity.
· The Company shall handle the installation of the devices in hospitals and ensure their operational readiness.
· Practical training must be provided to medical and technical staff on the operation and maintenance of the devices.
· Continuous technical support must be provided within Iraq, including fault response, spare parts supply, and technical follow-up during the warranty period.
· Copies of approved quality certificates for the medical devices, if available, must be submitted.
· the bidder must provide the price of each device separately and must not submit a single consolidated total offer for all devices.
· the country of origin for each device must be specified (Chinese, Japanese, Turkish, Irish, German, South Korean, Brazilian, Bulgarian, or any other approved origin).
Submission Method:
Applicants who possess the required qualifications and competence are invited to submit their bids in accordance with the following terms and conditions:
- Submission of financial and technical offers shall commence at 9:00 AM on Wednesday, 22/04/2026, and continue until 4:00 PM on Thursday, 14/05/2026.
- All bids shall remain valid for 90 days from the tender closing date.
- All submitted documents must be signed and stamped on every page before being deposited in the tender box.
- All bids must be deposited in the designated tender box at the Association’s headquarters located at:
Baghdad Governorate / Al-Mansour / Neighborhood 609 / Alley 3 / House No. 38. - Bidders may also submit their offers electronically via email as an alternative to delivering them to the organization’s headquarters. Email: info@uimsiraq.org
- The bidder’s name, the name of the person submitting the bid, the date of submission, and signature must be recorded in the form prepared for this purpose, which will be placed near the tender box.
- All offers must be submitted in Iraqi Dinar (IQD).
- Any bid containing arithmetical errors in quantities or prices will be rejected. Erasures or corrections are not permitted and will result in disqualification.
- Bids that do not comply with the attached specifications will be excluded.
- All bids must be submitted in sealed and stamped envelopes, clearly marked with the tender name and number.
- The supplier must submit official company documents (Registration Certificate) prior to signing the contract.
- Payments will be made to the winning supplier after completion of delivery and in accordance with the agreed contractual terms under the signed contract.
- The supplier must comply with the contractual terms and required specifications of materials or services; otherwise, the bid will be rejected in full.
- The bidder must clearly state their full name, contact details (phone and email), and the full official address of their headquarters.
- The tender will close at 4:00 PM on Thursday, 14/05/2026, and no bids will be accepted after this time.
- Bids will be opened by a committee formed by the organization through administrative orders at 10:00 AM on the day following the closing date. If that day falls on an official holiday, the opening will take place on the next official working day.
- The contracting authority is not obligated to accept the lowest bid.
- The winning bidder shall bear all publication and advertisement costs for the final tender announcement.
